Change of Use for a Shophouse: The Four Steps

Turning a shop into a café, or an office into a school, needs URA's permission first. The four steps, what URA SPACE's answers mean, and what each costs.

The four steps

  1. Check the approved and allowable use for that unit and storey on URA SPACE.
  2. Condition the letter of intent: "subject to change of use approval", with the landlord's consent.
  3. Apply, as the tenant, the landlord or a consultant, on GoBusiness.
  4. Receive the Written Permission, and note any expiry date.

Lodgment or application

A lodgment is for pre-identified uses in selected commercial buildings, and for the first storey of shophouses zoned Commercial, Commercial & Residential, Hotel or White. It is not for conserved buildings in Kampong Glam, Chinatown, Little India, Boat Quay, Blair Plain, Emerald Hill or Cairnhill, for monuments, or for a use that has already started. Everything else is an application.

Questions

How long does a change of use take?

A lodgment is instant, with the letter the same day. An application generally takes about 10 working days.

Who applies for a change of use?

The tenant, the landlord or a consultant, on GoBusiness, with the owner's written consent.

Can I open a café in any shophouse?

No. A restaurant must be approved, or allowable, on that storey. In some areas, such as Kampong Glam and Joo Chiat Road, no new restaurants are allowed.
